Cecil D. Bykerk, executive vice president and chief actuary, Corporate Actuarial and Strategic Planning Operation, Mutual of Omaha Companies. His duties involve actuarial oversight, planning and acquisitions. In addition, he is responsible for asset/liability management which is part of corporate risk management.
Bykerk joined the Companies in 1979, as assistant vice president and assistant actuary. Holding various actuarial positions, he was named executive vice president and chief actuary of the Actuarial Operation in 1991 transitioning to his current position in 1998.
Bykerk also is a member of the board of directors of affiliate companies Omaha Property and Casualty Insurance Company, Omaha Indemnity Company and United World Life Insurance Company. Prior to joining Mutual, he served as Assistant Professor and Chair of Actuarial Science at the University of Nebraska-Lincoln from 1975-1979.
Bykerk received his bachelor's degree from the University of Denver in 1966, and his master's degree from the University of Nebraska - Lincoln in 1968.
He is a Fellow of the Society of Actuaries, and a member of the American Academy of Actuaries and the National Association of Health Underwriters. He has served as vice president and on the Executive Committee for the Board of Governors of the Society of Actuaries. He currently serves on the Board of Trustees of the American Academy of Actuaries. He is immediate past chairperson of The Actuarial Foundation. In 1996, he was elected to the board of the National Association of State Comprehensive Health Insurance Plans (NASCHIP), serving as its chairperson during 1997-1998. He currently serves as Chair of the International Actuarial Association's Education Committee. He also serves as Chair of both the Montana and Alaska High Risk Pool Boards, having served on those boards since 1992. Recently, he was named Chair of the Insurance Subcommittee of the National Conference of State Legislatures Blue Ribbon Panel on Genetic Technologies. He also serves on the Advisory Committee to the Genetics Education Needs Assessment (GENE) project as well as serving as an ad hoc representative to the Access Working Group of the Secretary's (HHS) Advisory Committee on Genetics Testing.
