  Reform of the Pension System Within the Instituto Mexicano del Seguro Social

Summary

This session will start with Alejandro Ferreiro providing a critical assessment of how the defined contribution approach has worked in Chile. This is followed by critiques of the DB/DC approaches using some developing countries as examples. The speakers will provide insight on the reasons for the choice of the funding mechanism in their countries and the consequence of the choice. The emphasis is on innovative approaches used, and the problems encountered.

Juan Carlos Padilla and Rosa Maria Farell will focus on the Mexican solution. Yves Guérard and Stuart Leckie will provide insight into the Chinese approach. Joshua Bank will assess South America reforms. Michael Sze will analyze the pension reforms in the former Soviet countries, with special focus on Kazakhstan.

 Juan Carlos Padilla

Curriculum
Juan Carlos Padilla is the General Director for Hewitt Mexico and Latin America. He is an actuary from the Universidad Nacional Autónoma de México (National University of Mexico). He also has a master degree in Sciences from the University of Iowa, U.S.A., and postgraduate studies in Public Administration at the USC, and in Urban Administration at the German Foundation of Berlin.

His current responsibilities at Hewitt include Strategic Planning, Business Development, Consulting in Social Security and the overall Management. Before joining Hewitt in October 99, was co-founder of Farell Actuarios Asociados and Adjunct Director of the firm. 

He had before that time, different high directive responsibilities in Federal Government and State Government in Mexico for about 25 years, among those responsibilities are:

Responsible to design, create, implement and operate "El Sistema del Registro Nacional de Población" (System of Population Registration in Mexico). Became the founder and first General Director of the entity. Under that assignment, some of the functions, were to conduct and establish the homogenization of the public files to recognize each member of the Mexican Population by only one identity number and card.

Responsible to design, create and operate "El Sistema Nacional de Protección Civil" (System to manage disasters and emergencies). Became the founder and first Coordinador General del Sistema Nacional de Protección Civil (equivalent to the head of FEMA in USA - Federal Emergency Management Agency, but with more executives responsibilities, to coordinate with states and local governments, as well as, with social organizations)

Responsible to design, create and operate "El Centro Nacional de Prevensión de Desastres" (National Center for Prevention of Disasters). Institution built in coordination with the National University and the Government of Japan. Became founder and first General Director. 

Minister of Public Works and Urban Development in the State of Mexico (larger State in Mexico with more than 13 million inhabitants). Responsible, among other things, to execute and supervise more than 1000 public works every year, as well as, all regulation related to Urban Development in the State.


Since 1977, he has been a member of the Colegio Nacional de Actuarios, A.C. (National Professional Association of Actuaries). He has served as member of the Consultive Council, Vice President and President of the Directive Council, and for the period 1988-1996 President of the Honor Board.

Since 1993, he has participated as a Mexican representative in the Joint Task Force on Ethic Codes, Professional Standards and Discipline Measures derived from the negotiations for the North America Free Trade Agreement among the United States, Canada and Mexico. In September of 1994, the Mexican Government named him as an official representative.

He is member of the Social Security Committee of the International Actuarial Association.

He is Vice Chairman of the Organizing Committee of the International Congress of Actuaries CANCUN 2002 (ICA 2002).
