Summary

Social Security Reform in Developing Countries - the Evolution of Defined Contribution Solutions.

This session will start with Alejandro Ferreiro providing a critical assessment of how the defined contribution approach has worked in Chile. This is followed by critiques of the DB/DC approaches using some developing countries as examples. The speakers will provide insight on the reasons for the choice of the funding mechanism in their countries and the consequence of the choice. The emphasis is on innovative approaches used, and the problems encountered.

Juan Carlos Padilla and Rosa Maria Farell will focus on the Mexican solution. Yves Guérard and Stuart Leckie will provide insight into the Chinese approach. Joshua Bank will assess South America reforms. Michael Sze will analyze the pension reforms in the former Soviet countries, with special focus on Kazakhstan.

Curriculum
Rosa María Farell, Retirement and Financial Management Hewitt Mexico

Rosa Ma. is an actuary, having graduated from the School of Sciences of the Universidad Nacional Autónoma de Mexico in 1967 (National University of Mexico). She has over 27 years experience consulting with companies and organizations in the public, private and social sectors. Currently, she is the General Director of Hewitt Mexico's Retirement and Financial Management Practice.

Since 1977, Rosa has been a member of the Colegio Nacional de Actuarios, A.C. (National Professional Association of Actuaries). She has held such positions as Secretary "B", Vice President of the Directive Council, member of the Editorial Commission, and Secretary of the Honor Board. 

Currently, she has been appointed as Presidenta de la Junta de Honor of the Colegio Nacional de Actuarios, A.C. The Honor Board (Junta de Honor) is the body formed by 8 highly distinguished and recognized actuaries and among other responsibilities is to oversee the development of the actuarial profession and the compliance with the Code of Conduct of the Actuarial Profession. 

She has also participated in the Asociación Mexicana de Actuarios Consultores, A.C. (Mexican Association of Consulting Actuaries) since 1989. She was Vice President of this Association for period 1994-1996 and President for the period 1996-1998.

Currently, she is member of the International Actuarial Association and of the International Association of Consulting Actuaries. 

Since 1993, she has participated as a Mexican representative in the Joint Task Force on Ethic Codes, the Professional Standards and Discipline Measures derived from the negotiations for the North America Free Trade Agreement among the United States, Canada and Mexico. In September of 1994, the Mexican Government named her as an official representative.
