Biographical Sketch: Fred Kilbourne is a Fellow of the Canadian Institute of Actuaries, the Casualty Actuarial Society (CAS), the Conference of Consulting Actuaries (CCA), and the Society of Actuaries; and is a Member of the American Academy of Actuaries (AAA) and the American Society of Pension Professionals & Actuaries. He has been a member of the Board of Directors of several of those organizations, and has been President of the CAS and of the CCA. He was a member of the Actuarial Standards Board for six years beginning in 1990,and was Chairman of the Critical Review of the US Actuarial Profession (CRUSAP) task force in 2005-06. He received the Jarvis Farley Award from the AAA in 2007, and the Max Lander Award from the International Association of Consulting Actuaries in 2012.
Fred was a partner with Milliman & Robertson for eight years, and established the casualty actuarial practice of the firm. He was a partner at Booz, Allen & Hamilton for four years, and established the actuarial division of that management consulting firm. He had his own indepent actuarial practice for four years before establishing Future Cost Analysts in 1982. He was a managing director at Mercer for two years, and established the insurance actuarial practice of that pension consulting firm. He reestablished his independent consulting actuarial practice in 1989, incorporating the practice as TKC (dba The Kilbourne Company) in 1990. He has several clients for whom he has provided actuarial services for more than thirty years.
Fred is married to Kathleen Blum, has three daughters and three grandchildren, and is a writer.
