Biographical Sketch:
Ashleigh is an actuary and the Director of the Actuarial and Analytical Solutions practice of Deloitte in South Africa. She has over 14 years’ experience in Healthcare and Social Security in Africa.  Ashleigh is the Minister of Health’s appointed actuary to the council of the Council of Medical Schemes.

Here she provides strategic advice to government departments, medical schemes, service providers and companies. These services assist clients in linking and executing their operational initiatives with their strategic vision.

Ashleigh has experience in modelling the costs of National Health Insurance proposals and scenarios in South Africa. In addition, she has conducted research into healthcare service delivery improvement mechanisms, capitation methods adopted internationally as well as other reimbursement mechanisms.

Ashleigh has also been advising on the development of a NHI implementation policy through the design of a National Medical Benefit Fund for the Social Security Commission of Namibia. This would form the basis for introduction of NHI in Namibia. The roadmap considers introduction of NHI via social health insurance (SHI).

 

Ashleigh serves on a number of actuarial committees; this includes Actuarial Society of South Africa’s Healthcare Committee, Actuarial Society of South Africa’s HIV/AIDS Committee and Actuarial Society of South Africa’s NHI Task Team
