Biographical Sketch:
Mr. Duncan retired from Solucia Consulting, the analytics and actuarial consulting company he founded in 1998 and is an adjunct professor of statistics at the University of California, Santa Barbara. Solucia, now SCIO Health Analytics based in Hartford, CT, provides data analytical, predictive modeling and consulting services to the healthcare financing industry. He has over 30 years of experience in healthcare and insurance product design, management, financing, pricing, and delivery. He is also serves as Vice President of Clinical Outcomes (Research) at the Walgreens Co. in Chicago.

Mr. Duncan holds a post-graduate degree in economics from Balliol College, Oxford, and is a fellow of the Society of Actuaries, the Institute of Actuaries (London) and the Canadian Institute of Actuaries. He is active in public policy and healthcare reform, and serves on the board of directors of the Commonwealth of Massachusetts Health Insurance Connector Authority and the Society of Actuaries. Academically, he is also an Adjunct faculty member at Georgetown University.  He is the author of some 35 peer-reviewed papers, several book chapters and three books. His books include "Managing and Evaluating Healthcare Intervention Programs" (Actex Publishers, 2nd edition January 2014 ) and his previoius book, "Healthcare Predictive Modeling and Risk Adjustment" was published in May 2011.
