Biographical Sketch: Richard D. Phillips is the Associate Dean for Academic Initiatives and Innovation at the Robinson College of Business, Georgia State University and also the C.V. Starr Professor of Risk Management and Insurance. From 2006 – 2012 he was the Kenneth Black Jr. Chairman of the Department of Risk Management and Insurance. Professor Phillips’ doctoral and master’s degrees are in Managerial Science and Applied Economics from the University of Pennsylvania. He graduated with honors from the University of Minnesota with a B.S. in Mathematics.
Phillips’ current research interests are the impact of risk on corporate decision-making, the functioning of insurance markets, the role of credit rating agencies in the economy, and the development of microinsurance. Phillips has published over 40 articles or book chapters and has received several awards for his research including the Robert I. Mehr Research Award (2008, 2009), the Robert C. Witt Research Award (1998), the American Risk and Insurance/Casualty Actuarial Society Best Paper Award three times (1998, 1999, and 2006), and the James S. Kemper Best Paper Award (2003) among others. Phillips is a member of the American Finance Association and the American Risk and Insurance Association (ARIA) where he currently serves on the ARIA board of directors.
Beyond the university Phillips has served as a consultant to numerous commercial and governmental organizations including AIG, Allstate, ING, AXA, Deutsche Bank, Goldman Sachs, Tillinghast, Aon Capital Markets, the Casualty Actuarial Society, the Society of Actuaries, and the U.S. Office of Management and Budget. He is a member of the Board of Directors for the Munich American Reassurance Company, Chairman of the Board for Risk Index Partners, LLC, and a current trustee member of the S.S. Huebner Foundation for Insurance Education Foundation.
