The Access to Insurance Initiative (a2ii, now convened by CGAP) was established in 2009 to support insurance supervisors in promoting inclusive and responsible insurance, reducing vulnerability, and strengthening resilience in emerging markets. Founded by GIZ, UNDP, the Microinsurance Network, and the IAIS, a2ii has become a global hub for knowledge sharing, peer learning, and dialogue among regulators, policymakers, and industry stakeholders.
In November 2017, a2ii and the IAA, together with the IAIS, formed a partnership to strengthen the use of actuarial skills by insurance supervisory authorities, particularly in emerging markets. The partnership focuses on building actuarial capacity within supervisory authorities, enabling them to meet IAIS standards and foster a robust insurance market. It equips supervisors with the skills to effectively oversee insurance, rather than training actuaries directly.
Role of IAA
IAA plays a central role in this partnership by providing specialized actuarial expertise through its network of member associations. In addition to supporting supervisory authorities, the IAA has taken a leading role in continuing actuarial capacity-building initiatives, ensuring that regulators have access to high-quality training and guidance in risk-based supervision, enterprise risk management, and emerging insurance challenges.
Transition and Continuity
Effective 1 July 2025, CGAP became the new host and convenor of a2ii. To ensure continuity, key tools and online learning materials have been preserved. The A2ii Connect platform is now managed by the Frankfurt School of Finance & Management, and the IAA continues its work with this new partner, providing ongoing access to training resources in multiple languages.
Upcoming Events
Continuing a2ii’s legacy, the IAA has organized regional and online training initiatives. A notable example is the French-language actuarial training pilot in Morocco under a new partnership model where the IAA partners with local Regulators and other partners in order to host such session. The November 2025 session is co-hosted by ACAPS (Autorité de Contrôle des Assurances et de la Prévoyance Sociale), the Fédération Marocaine de l’Assurance (FMA) and the Association Marocaine des Actuaires (AMA).
This two-day CPD-style event covers Risk-Based Supervision (RBS), Artificial Intelligence, climate risks, and inclusive insurance, with 80 participants from ten French-speaking African countries. It is part of the IAA’s “Road to Nairobi” strategy, strengthening ties with regulators across Africa and the MENA region ahead of ICA2029.
